The main problem, stated at the round table: Russia has a lot of owners and almost no hosts. That is to possess, say, an apartment the person is ready, but pay for it doesn't always work. In this regard, Russia is perhaps the only country in the world in which financially unsecured persons are the owners of millions in value of real estate. And in order to change the situation, you need to change not only the legislation but also the consciousness of people.
One of the ways to solve the problem suggested the Executive Director of the Cluster energy-efficient technologies «Skolkovo» Vasily Belov. He noted that any section of the housing and utilities now has real value, but we must clearly understand, how much it costs and who pays for it. It seems simple - who lives, who owns, who uses the services, that pays. But in life it is often not so, just because a lot of proprietors and very few owners. And we need to come into the sphere of housing and communal services business, which will structure the system of relationships between customers and management companies. Vasily Belov is sure that it is necessary to increase the existing rates, but to make the system transparent and understandable to mere consumers.
In the turn, General Director UZPT "Lighthouse" (participant of the Moscow school of management «Skolkovo»), Dmitry Alyavdin touched upon the topic of innovation. His company developed a so-called "smart plastic", which can be used in the repair of water systems - to restore the damaged pipe. Moreover, such repairs, according to expert estimates, "Lighthouse", will cost 10 times cheaper than the technology used today, and residents of the repaired house may not notice the repair. It would seem, to implement and save! But there's a problem: the first and the only in the world "smart plastic" is not registered in the existing regulations and is not suitable for any one of the current Russian state standards and specifications. Dmitry Alyavdin expressed the hope that they will be able to make a difference in the near future. Already coming on the heels of the foreign members of the WTO.
