Skolkovo Innovation Centre is to expect intensive developement. To that end, RUB 125.2 billion will be allocated from the 2020 federal budget.


The government’s resolution introduced relevant amendments to the governmental Economic Development and Innovation Economics programme. The document is available from the government’s website.

   

The development of Skolkovo is spelled out in the special subprogram coordinated by the Russian Ministry of Finance. According to the explanatory documents, its goal is to create and to ensure the operation of Skolkovo Innovation Centre for the purpose of development of R&D and commercialization of R&D results in top-priority area. To that end, the plan is to create at Skolkovo a favorable environment for entrepreneurship and research, to ensure that its functioning is aligned with the Strategy for Innovative Development of Russia Until 2020. To develop the engineering and entrepreneurship institute, an intended model for new Russian higher education institution for technology. To shape an attractive research and social infrastructure in terms of an ongoing inflow of talents.

The subprogram will be implemented in a single phase from 2013 through to 2020. The funds to be allocated from the federal budget in 2013-2020 will total RUB 125.2 billion, namely: RUB 24.3 billion in 2013, RUB 23 billion in 2014 and RUB 18.3 billion in 2015. That being said, at least 50% of costs associated with establishing Skolkovo Innovation Centre are planned to be raised from private sources.

It is expected that, as a result of the subprogram implementation, the number of applications for state registration of intellectual property submitted by the companies from among Skolkovo project participants will grow from 159 in 2012 to 350 by 2020 (with their total number exceeding 2,000 by 2020). Such activity rate is comparable with that of leading innovation centers.

Moreover, the revenue of companies from among Skolkovo project participants from the research activity products is projected to increase from RUB 1.2 billion in 2012 to RUB 100 billion in 2020 (the cumulative amount). The external funding to be raised for the purposes of implementation of the projects of Skolkovo participants and Skolkovo Institute of Science and Technology between 2013 and 2020 is expected to exceed RUB 110 billion (the cumulative amount), which is comparable with the same indicators of leading innovation centers.

By 2020, Skolkovo Institute of Science and Technology plans to go global, which means  operating in compliance with the international standards, becoming attractive to the world-class scientists and the most talented Master's and PhD students. The number of graduates for such programs will reach at least 1,000. By 2020, the number of publications per 100 researchers will range between 75 and 85. Such publication rate conforms to the publication activity level of leading European universities.

According to the site design, the construction of Skolkovo Innovation Centre is scheduled to be completed by 2020.

Full-scale systemic implementation of a package of measures aimed at creating and developing Skolkovo Innovation Centre will allow shaping a favorable environment for the reproduction and development of innovation processes in Russia.
