On July 1, 2010, Skolkovo Foundation announced the competition for Skolkovo master plan design. Competition included two stages: portfolio-based prequalification was the first stage, and design proposals by the participants were considered in the second stage. 6 teams of the 27 originally registered competed in the 2nd stage.
On December 20, Skolkovo Urban Planning Council, according to the competition rules, announced the two winners - AREP and OMA, leaving the final choice to Skolkovo Foundation's leadership.
