  • Educational background: engineer-projector of space crafts; he graduated from Moscow Aviation Institute (MAI). Dmitry participated in several programs of International Space University (ISU). Doctor of Economics (The Central Economic Mathematical Institute with RAS, 2011), PhD in Technical Sciences (MAI, 2003).

    Prior to joining Skolkovo Dmitry worked in the parent R&D Institute of rocket-and-space industry; participated in planning and implementation of start-up projects in the sphere of telecommunications. He dealt with program &  goal-oriented planning of space activities, drawing up recommendations for the development of its institutional bases, including the system of putting across the results of space activities to end users, private-public partnership, international cooperation in space, technological platforms in the sphere of space activities, etc. Dmitry participated in the development and updating of the Federal Space Program, Strategy of rocket-and-space industry development. He was an R&D academic advisor and supervised cooperation with the RAS Institute of applied mathematics named after Keldysh, Moscow Institute of Physics and Technology and a number of other enterprises and organizations during carrying out of the research on studying and simulation of institutional environment of space activities.

    Dmitry was among the organizers of the joint RosCosmos-European Space Agency – European Union working team on space technologies.

    Dmitry Payson is a member of the editorial board of the magazine “Rossiyskiy Cosmos” (“The Russian Space”). At different times he worked as scientific-technical observer in “Nezavisimaya Gazeta” (“Independent newspaper”), in foreign editions of “Satellite Finance” and “Aerospace Daily”.

    Among his main scientific interests are: institutes and institutional design in the sphere of space activity, analysis and synthesis of organizational structures, effectiveness methodology of competition and state industrial policy, private-public partnership and space business development.  In this sphere Dmitry cooperates with the Central Research and Development Institute of Machine Building, Peoples’ Friendship University of Russia, Higher School of Economics, other R&D Institutes and higher education establishments. He is involved in teaching. Dmitry developed and has been giving a course of lectures “Basics Of Space Activities’ Economy” in the Peoples’ Friendship University of Russia.

    Dmitry is the author of the book “Space Activities: Evolution, Organization and Institutes” («Космическая деятельность: эволюция, организация, институты»).

    He is an active member of the Russian Academy of Cosmonautics named after K.E. Tsiolkovsky, a corresponding member of the International Academy of Astronautics (IAA).
